The issue of diversions is exactly the point. It is the reason that we are where we are. There are expectations that have surpassed reasonable uses of water and result in robbing Peter to pay Paul. In the Middle Rio Grande, Greens and ag users accepted the regional priority of agriculture. But no one in NM is willing to accept giving their water to someone else. <br /><br />CARLSBAD, N.M.
