Euroopean Greens dissed Nuclear Energy.

Some may wonder how Germany was able to spin the energy wheel around to toss nuclear off the table.  I learned today (just today... shame on me) that it was all the work of those pesky Greens.   

While waiting for the dentist to get around to extracting one of my molars, I was reading Clean Energy Nation by Jerry McNerney (my Congressman) and Marty Cheek.  It was there, I found the following: 
An analysis report title "Nuclear Power: The Energy Balance" was prepared for the Green parties of the European Parliament by Jan Willem Storm van Leeuwen and Philip Smith for the United Nations Climate Conference in 2000.  Since then, they have updated their report several times and they warn that the nuclear-power industry's portrayal of nuclear energy as a solution to climate change might not be quite on the mark. The authors state in their detailed study that "the use of nuclear power causes, at the end of the road and under the most favorable conditions, approximately one--third  as much carbon dioxide (CO2) emission as gas fired electricity production."  

Those pesky Greens playing the game of tell the truth. 

McNerney and Cheek continue:

Then then warn us about the unsustainability of nuclear power.  "The rich uranium ores required to achieve this reduction are, however, so limited that if the entire present world electricity demand were to be provided by nuclear power, these ores would be exhausted within nine years.   Use of the remaining poorer ores in nuclear reaction would produce more CO2 emissions that burning fossil fuels directly.
This is the blunt statement of the truth that we need to be hearing from Green leadership in the US.

What happens in a post Fukushima world?

I found two posts today that addressed the nuclear power situation and all of the considerations that arise after the Fukushima reactor failures in Japan. Let me change that wording, the human failures in dealing with a potential catastrophic technology.

Ralph Nader, whose OpEd I found thanks to a tweet from Marnie Glickman, writes very directly about the need to prevent another Three Mile Island, Chernobyl, Fukushima situation. He does a very good job building an economic case against any more nuclear facilities, based on the costs will all be borne by the public either as rate payers or as tax payers, that that is slanted more to the latter.

He then goes on to list the things we need to do if one is planned for our back yard.
* 1. Demand public hearings in your communities where there is a nuke, sponsored either by your member of Congress or the NRC, to put the facts, risks and evacuation plans on the table. Insist that the critics as well as the proponents testify and cross-examine each other in front of you and the media.


* 2. If you call yourself conservative, ask why nuclear power requires such huge amounts of your tax dollars and guarantees and can't buy adequate private insurance. If you have a small business that can't buy insurance because what you do is too risky, you don't stay in business.


* 3. If you are an environmentalist, ask why nuclear power isn't required to meet a cost-efficient market test against investments in energy conservation and renewables.


* 4. If you understand traffic congestion, ask for an actual real life evacuation drill for those living and working 10 miles around the plant (some scientists think it should be at least 25 miles) and watch the hemming and hawing from proponents of nuclear power.

Nader provides a good good set of talking point for being anti-nuclear. He does not, however, deal with the fundamental problems that we need to resolve to eliminate the need or desire for engaging in such reckless search for solutions to problems that we may not even have.

For that, I had to turn to The Nuclear Syndrome posted by Lorna Salzman at another not mainstream media site. In fact, you have to scan down the page to find it. Salzman, like Nader who she once supported as a Green presidential candidate, has a long history of ecological activism and makes it clear that she knows just what is driving the nuclear renaissance in America.
Unless there is a clear, strong message from the American public that they are ready to cut their consumption by paying more for energy and supporting stringent mandatory energy efficiency standards, we will be outflanked by those who will raise the spectre of hardship and sacrifice if growth does not continue. If we do not reject growth, we are agreeing with them that any and all risks associated with nukes or oil or gas drilling are acceptable because these are just part of "progress", jobs and development. We need to cut to the chase: either we are willing to take the steps necessary to curtail energy use and growth, or we accede to the arguments of the nuclear power proponents. There is no other choice.
California Greens have a lot to think about. There are two major reactor site in the state: Diablo Canyon and San Onofre. There is a current effort to build a new energy park near Fresno that would be home to yet another nuclear installation. As I posted earlier, the Fresno Energy Group is actively trying to circumvent the California law that places a moratorium on new nuclear power plants until there is a solution for the problems of nuclear waste.

Are Greens going to limit themselves to being yet another, admittedly small, portion of a re-awakening anti-nuclear movement, following a path clearly laid out by Nader, or can we go beyond that with to push for a new, economic future that does not depend on tomorrows growth to pay for yesterday's excessive risk taking?

Nader outlines the actions that are necessary in any case. It is a clear way to slow down or stop future nuclear expansion. But the unique view that Greens bring to the table sounds much more like Salzman. Perpetual growth is a Ponzi scheme at best. Now is the time to stop what we have been doing and focus on a Green future.

Finding the energy to do it right.

The severity of the earthquake tsunami catastrophe that struck Japan last Friday is just now being absorbed, in bits and pieces of anecdotal commentary. The idea that they were able to rescue a man from the rooftop of his home some 15 km at sea is an indication of the power of the tsunami and his own good fortune. Those of us with friends or relatives (my wife Rumiko's entire family) in Japan can only worry if they were in the north or breathe a silent sigh of relief if, as with Rumiko's family, they are all in the Tokyo or Osaka areas.

Still, the horror of this event is unfolding as we watch not only the search, rescue and recovery efforts, but also the effort to prevent a complete nuclear disaster at the Fukushima nuclear plants. The facilities there suffered major damage and were not able to maintain cooling. In a final effort to prevent a Chernobyl scale event, the operators have been pumping large volumes of sea water on to the reactors to cool them, but in doing so have rendered these facilities permanently unusable.

It is inevitable that the United States must re-examine it's own posture regarding not only the future of nuclear power, but also the management of the 104 nuclear power plants already operating here. Perhaps the best assessment that I have seen, and every news source has given at least one, is the one that Joe Romm and Richard C produced for CNN. The sober assessment is that "The U.S. government and nuclear industry must take new actions to ensure that nuclear power is safe for the American public."

Four of the 104 nuclear power plants in the US are located in California. Most of the attention has been given to the 2 reactors at Diablo Canyon. It is right on the coast and was constructed with full knowledge that it was close to 3 active faults including the San Andreas fault. Recently, a 4th fault has been discovered under the ocean just off the Diablo Canyon site. There is risk. No one denies this, but we have always been told that the risks are know, have been quantified, and that the Diablo Canyon plants have been designed to be able to withstand such a risk.

The lesson that I take from Fukushima is that we are not really good at quantifying risk. There is too much pressure to down play risk so as to not panic a public with scant technical knowledge and many fears.

The Green Party, and especially the Green Party of California has always taken an anti-nuclear stance. Some of the opposition is merely emotional, but mostly it is based on a sober risk assessment and the knowledge that there are better alternatives which can meet our energy needs. As Romm noted in the item linked above, the one time cost advantage for nuclear is no longer true.

I don’t think that we have yet absorbed the lessons of Fukushima. There is a hubris, sometimes nationalistic, that allows us to say that we have planned for all contingencies. If you listen to those who talk about Diablo Canyon site this week, they make the point that it was over designed to withstand the largest possible quake on the nearby faults. The same was said about Fukushima, and yet we did not truly understand just how great a quake was possible there.

The other lesson that we should learn, but again one that no one is talking about, is that there is a risk in putting so much emphasis on large scale, single site capabilities. Yes, it may be economic when all is well, but the economic consequences are very bad when all is not well. The argument for a distributed system with multiple generation technologies: solar, wind, wave, co-generation, etc. makes the system much less prone to the effects of the loss of a single site. This would make the United State more secure. It would make the US economy more robust and better able to absorb shocks, whether from single site failure or from conflict fed spikes in the prices for Middle East Oil.

And, just as importantly, the economics of nuclear have never considered the health effects of the entire process system from mining to transportation to processing to the storage of nuclear waste. At each step, we need to understand the long range effects before we commit to increased nuclear power plants, and the users of that technology should bear the cost.

It is also clear that all efforts to analyze the situation in Japan and to develop a sound US policy for the future will be met with equally political diatribes. Just read the comments to Chris Mooney's question: Are Liberals Science Deniers: Now is a good time to find out.

Follow the science for then entire process system. That is what the science of ecology tells us to do. Follow the economics that the science says is true. I don’t think that you will end up supporting nuclear or coal or any other fossil fuel.

Joe Romm's Full Global Warming Solution

It would be presumptuous of me to try and improve on what Joe Romm produced at Climate Progress today. It is an update to his "wedges" discussion that shows how we can achieve our climate goals if we only had the political will. Romm lays out The full global warming solution: How the world can stabilize at 350 to 450 ppm. This is how he sets the stage.
Stabilizing atmospheric concentrations of carbon dioxide at 450 ppm or lower is not politically possible today — not even close — but is certainly achievable from an economic and technological perspective, as I and others have said for years.

Humanity has only two paths forward at this point. Either we voluntarily switch to a low-carbon, low-oil, low-net water use, low-net-material use economy over the next two decades or the post-Ponzi-scheme-collapse forces us to do so circa 2030. The only difference between the two paths is that the first one spares our children and grandchildren and countless future generations untold misery (see “Intro to global warming impacts: Hell and High Water” and “A stunning year in climate science reveals that human civilization is on the precipice“)
. If we are serious about being Green, then we need to figure out what to do because one major party denies that there is a problem and the other can't figure out what to do about it.

Lady Di wants us to fry


You have all heard about the Stimulus package and all of the Pork the Republicans claim is in it. They are not saying much about the huge boost for nuclear power this is included.

The link above is a post focusing on Senate Appropriations Committee voting "to increase nuclear loan guarantees by $50 billion." California's grand dame Senator, Diane ":Nevertalk to common people" Feinstein" is on that committee. It is time to let her know we are fed up with the nuclear soup they are serving in the Stimulus Cafeteria.

Call Feinstein's office and let her know it is time to retire either the nukes or herself.

What to make of the DOE nomination?

The nomination of Steven Chu as Energy Secretary became official today. It has been rumored, written about, etc. for weeks. There are several items worth noting.

To begin with, every scientist I know, including one who works in DOE, are elated with Chu's nomination. It will be the first time that a scientist heads the department of government that has the most to do with science. It seems to many to be a final vindication for all that they suffered as they endured the Republican War on Science, as author Chris Mooney called it. Chu was one of the very active Nobel Laureate who supported and worked for a Science Debated 2008 as part of the presidential nomination process. It did not happen, though it should have. Mooney comments at DeSmogBlog.

There is another group of global warming activists, like Joseph Romm of Climate Progress, who are also laudatory, given the fact that Chu has always been very active in research for sollutions to global warming and energy. He gives us 5 reasons he thinks Chu is a great pick.

Yet I find the most vocal members of the EcoAction Committee of the Green Party to be adamantly against Chu for his being actively pro Nuke. Very few are looking at this objectively. Perhaps this post by Mark Flanagan is one. We have to consider that the previous name for the Department of Energy was the Atomic Energy Commission. So, it is worth watching.

It is my opinion that the story has yet to be written about Steven Chu. It would be nice to see a scientist work from the facts of the physical world rather than the political calculus of what is possible as they consider what needs to be done.

I look for Chu to do more work on nuclear storage. That is necessary in any case, especially if we move to decommission weapons. I would be very surprised to see even one new nuclear reactor break ground while he is Secretary. Then I have been wrong many, many times.

There is a better plan

We just aren't hearing about it. One of my major problems with the media coverage of the election, especially the debates, is the fact that all of them deal with trivia and none of them are willing to really address the truthfulness of the candidates on issues. For example, in the final debate Sen. McCain answered Bob Schieffer's question regarding dependence on foreign oil with a response about building 45 nuclear power plants. I don't know about you, but that scares the hell outta me twice. First for the nukes and then for the fact that most media did not call him on it. Follow me to read more and I'll mention what the few that did actually had to say about it.


After looking around a bit, I found it covered on Tampa Bay Online, a service of the Tampa Bay Tribune. This is what they had to say about 45 nukes.
McCAIN: "We can eliminate our dependence on foreign oil by building 45 nuclear power plants right away."

THE FACTS: For nuclear power to lower oil dependency would require a massive shift to electric or hybrid-electric cars, with nuclear power providing the electricity. No new U.S. nuclear reactor has been built since the 1970s. Although 15 utilities have filed applications to build 24 new reactors, none is expected to be built before 2015 at the earliest. Turmoil in the credit markets could force cancellation of some of the projects now planned, much less spur construction of 45 new reactors, as reactor costs have soared to about $9 billion apiece
This is exactly what I have been saying... but you won't find it on MSNBC or Fox News or any of the media devoted to instant analysis. We know it is BS and typical McCain. If this is the advice he gets from the lady who knows more about energy than just about anyone in America, then I am surely happy that McCain is gonna lose.

Now, to take the final number, 9 Billion. Where will that money come from in a risk adverse, recessionary environment. McCain talked of $2 Billion per year. That won't do it. Maybe he needs to give a shout out to a 3rd grade class somewhere for basic math.

100% Renewable Energy

I have had my disagreements with Gristmill's Dave Roberts from time to time, primarily over his unabashed promotion of everything labeled Democratic Party. However, his blog at Gristmill is a very good source of the latest information / discussion topics on the issues surrounding energy and Global Warming. It is one of three that I read daily. (The others are Chris Mooney's Intersection and Andrew Revkin's Dot Earth.)

Today, Roberts points us all to the University of Kassel in Germany and their discussion of the combined power plant. This is viewed as the first step in being able to deliver 100% if Germany's power from renewables by 2050.

Where the hell is the US?

The State of Massachusetts has just approved a major upgrade to the Coal Fired Somerset plant that will dump even more greenhouse gases into the atmosphere than it currently does. This prompted N.A.S.A.'s Dr. James Hansen to express his opposition in the Boston Globe.

California's Kalmran Alavi has talked about widely distributed power generation. However, the University of Kassel has essentially solved the problem at a much higher level, that of a fully operational power plant system. They even provided a short (7.24 min) film that gives a very clear explanation of how this can work.



Still, if you listened to ABC's Debate Night, every one of the Republicans talked about "clean coal" and "nuclear" solutions. Where is the vaunted American technology that we hear so much about? If the University of Kassel can do it, why can't MIT and Cal Tech? Have we fallen so far behind? Or have we become so inured to the blatherings of free-market ideologues who are afraid to challege the utility industry and the powerful coal state Senators like Byrd of W. VA, that we have just given up trying?

Here is yet another challenge to Green Presidential candidates. Build a new scenario for America's future. Clean, not dirty; growing corn for food, not for transportation; challenging us to be our best, not servile. We can do this. It is only a matter of want to.
